Fiona Kirby
Democracy, Rights, and Governance, 2024-2027
Fiona Kirby is a Program Research Analyst for the Democracy, Rights, and Governance Initiative at The David and Lucile Packard Foundation. In this role, she supports the team to advance a thriving, pro-equity democracy.
Prior to joining the foundation, Fiona was a management analyst in the City of Santa Clara’s City Manager’s Office, where she supported City Council committees and special projects and initiatives. Previously, she worked as a grant writer at a local nonprofit and as a Finance Budget Analyst at the California Department of Finance. There, she analyzed the budgets of multiple natural resources departments, including CAL FIRE, and made recommendations on findings.
Fiona holds a Bachelor of Arts in Classical Civilizations from UCLA, as well as a Master of Public Policy from the UCLA Luskin School of Public Affairs.
