Severin Borenstein, Energy Institute Faculty Director, provides insight on the proposal for a new electricity rate structure and its implications on the economy.

“The cost of [electrification in California] is being paid for through every kilowatt hour we consume in electricity. For that reason, the price of electricity that we pay per kilowatt hour right now is 2-4 times higher than the actual cost of providing additional electricity.”
