Severin Borenstein, Energy Institute Faculty Director, describes an analysis of utility bills and how the majority of low to moderate income households will see lower bills.

“This change would start to reverse the extreme inequity caused by the current rate structure, which has taken an increasing share of the revenue from low-income and moderate-income households to pay for climate change impacts, grid hardening and many other public policies.”
